The Second “East + West” International Illustration Art Exhibition
(Hubei, Wuhan)

I. Introduction to the Exhibition
"East + West" refers to the integration and collision of eastern and western cultures. Wuhan, the "thoroughfare to nine provinces", plays an increasingly important role as the strategic pivot of the rise of central China in the future economic and cultural exchanges between the east and the west. In the past 12 years, Wuhan has witnessed 6 successful "East + West" International Design Week, attracting a great number of excellent designers from both home and abroad as well as university students. This month, we will embrace the launching of the second session of "East + West" International Design Week in 2019

President Xi Jinping pointed out in his report on the 19th National Congress of the Communist Party of China that "Culture is a country and nation's soul. Our country will thrive only if our culture thrives, and our nation will be strong only if our culture is strong. Without full confidence in our culture, without a rich and prosperous culture, the Chinese nation will not be able to rejuvenate itself". The "East + West" International Design Week has been committed to promoting the exchanges of eastern and western cultures and building an interactive platform for design culture and design education innovation. It resorts to down-to-the-earth efforts and innovative means of spreading traditional Chinese culture by taking the essence and discarding the dregs so as to forge ahead towards the great rejuvenation of Chinese culture. The year 2019 of coincides with the 70th anniversary of the founding of the People's Republic of China. Also, in this year, the 7th CISM Military World Games will take place in Wuhan. Therefore, Wuhan ought to seize the opportunity as a responsible city and take a new path of innovative development. Against this backdrop, creative design can make a difference. The "East + West" International Design Week is expected to deepen the inheritance and dissemination of Chinese culture and attract colleges participants from international and domestic institutions. It will enhance the global influence of Wuhan as the design capital, and help realize its transformation to a modern, international and ecological metropolis.

The "East + West" International Design Week includes four parts:
The second "East + West" International Illustration Art Exhibition, "East + West" International Ceramic Workshop.
The School Space Plan exhibition of "Klein Plane: A Sheared Field of Shell & Ghost" and the second "East + West" International Design Week exhibition and public series programs.
"Paper as medium"-- "East + West" International Design Week Paper Art Workshop.
The 7th "East + West" International Poster Biennial Exhibition for College Students in 2020.

The theme of the second "East + West" International Illustration Art Exhibition is "Connecting and Shared Beauty". This theme aims to seek the integration and collision of one's inner feelings with the society and the nature. While promoting Chinese culture and telling Chinese stories, it encourages to strengthen the international promotion and exchanges of Chinese contemporary culture and art. It also makes it its goal to create a better world, pay attention to environmental ecology and sustainable development.

The "East + West" International Illustration Art Exhibition has added a call for submissions from children with the theme of "Clear Water and Green Hills—the Smile of River Porpoises". This theme touches the pulse of the times and keeps an eye social issues from the perspective of children. It encourages children to express their ideas with a focus on the relationship between human's development and the environment. Meanwhile, this exhibition carries the government's attention of Wuhan, the future capital of illustration, to children's artistic education and its supports to the public artistic education.

VI. Participation Requirements
1.participants
Professional group: teachers and students from domestic and overseas artistic institutes of higher education, illustration artists or amateurs from both home and abroad.
Child group: students from kindergarten, primary school and junior high school nationwide.
2. Requirements on participating works
(1) The works delivered shall be in line with the theme of participant group
Works must be original illustration or series of illustrations (series works shall include no less than 4 pictures) by individual or team participants completed during the period from 2016 to 2019. Works already published and issued on books in this period are acceptable and these works shall have complete intellectual property and be of high artistic and academic values. Participating Works that have obtained awards in exhibition or competition of the same type requires extra notes and explanation when delivering.
(2) Size: The picture size should be no smaller than 297mm×420mm and no larger than 80cm×100cm with an edge of at least 2cm (oversized work requires written explanation and negotiation with the organizing committee in advance).
(3) When participants submit the electronic documents of their works, a form titled Form for Participating the second "East + West" International Design Week and the second "East + West" International Illustration Art Exhibition (Hubei, Wuhan) should be completed and submitted to the given mailbox along with their works. The form shall be in line with the participant's group. Otherwise, the submission is considered invalid. Any loss caused by incomplete or inaccurate application information shall be borne by the applicants/participants.
(4) Authors of entry works should deliver their originals or giclee works of high definition and the above-mentioned form to the given address. Leave the following messages on the back side of the work with pencils: institution (college), author's name, the work's title, size, creation year, and contact number.
(5) The entry originals or giclee works shall be delivered in hard packaging to ensure the preservation and exhibiting effect of the works. The authors are to pay for the mailing. Please choose SF Express or ZTO Express, and the organizing committee will not accept package delivered via other express).

2. Exhibition scale
Around 300 illustration originals will be displayed in this exhibition, including 200 illustration works from the professional participants group (series of illustration works included) and 100 from the child participants group.

3. Channels for Submission
(1) By E-mail: Electronic version shall be compressed in RAR or ZIP with E-files of your work (JPG format, medium compressibility, 300 DPI) and the watermark of the company or such mark as "specimen page" shall not appear in your work. Works from the professional participating group shall be named "institution (or college) + the author's name + the title of the work + size + creation year" in RAR or ZIP; works from the children participating group shall be named "school (or institution) + the author's name+ the author's age + size + supervisor" in RAR or ZIP.

*All the bonus above-mentioned are pretax and the relevant taxes should be covered personally by award winners or their institutions.

VIII. Returning of the Originals
Participants, both the professional group and the child group, shall get their originals back in person by their ID card in the gallery of Hubei Institute of Fine Arts within 3 working days after the exhibition ends. If participants cannot get their originals back in time for certain reasons, please contact the organizing committee, and the organizing committee will deal with these works according to the situation.

The duration for delivery is from the release day until December 5, 2019 (subject to the postmark in received place). It shall be written or printed on the package that "Entry for the second "East + West" International Design Week and the second "East + West" International Illustration Art Exhibition (Hubei, Wuhan): originals or prints or counterparts typefaces".

X. Special Commitment
There are no charges of participation, enrollment, evaluation or post.

XI. Copyright Declaration
Applied works shall be originally created by competitors, otherwise the qualification for entry will be cancelled by the Organizing Committee and competitors shall be liable in case of any disputes arising out of intellectual properties or copyright. International judges reserve an absolute right for work selection. The Organizing Committee is entitled to reject any unqualified work or works in violation of culture or ethics of all countries, and its member units, with the purpose of public service, possess the right to exhibit, publish (including electronically) and preserve selected works.
